Empowerment Competency Framework - how the ESTHER modeI is supporting an innovative empowerment project in four European countries, by applying research based solutions, informing person-centred ways of working, co-production and empowerment for the work

The ESTHER programme in Kent and Medway, UK has been supporting a European Union Interreg Project called EMPOWERCARE since March 2020, across 13 sites in England (Kent), Belgium, France and The Netherlands. EMPOWERCARE is a two year technological and social innovation research project aiming to create resilient communities and reduce individual frailty and loneliness. Person-centred best practice, thinking, methodologies and ways of working have been shared from the ESTHER model with the EMPOWERCARE project, to support realisation of the project aims and objectives. An Empowerment Strategy has been produced, setting out a shared understanding of ‘Empowerment’ in the healthcare, social care and community based services context across the four participating countries. Building on this, the competency framework describes what the workforce need to do and what people they support and care for can expect, so that true empowerment is evident, expected and part of the culture.
